legislative staffer, agency employee, campaign coordinator and family
involvement in politics. In 2005,
after gaining public affairs experience in a number of varied fields,
Shawn formed Lepard Consulting, LLC to provide his expertise to a
diverse group of client interests.

Owen Laughlin practiced law in Woodward, Oklahoma for over twenty years before running for public office. During that time he also owned and operated businesses in the Oil and Gas, Banking and Real Estate industries. He is a graduate of Southern Nazarene University and Oklahoma City University Law School.
In 1996 Laughlin was elected to the Oklahoma State Senate where he served for 12 years. During that tenure he was elected by his colleagues to the Republican leadership team as Whip and then Assistant Minority Leader. In 2007 and 2008 he served as Republican Floor Leader during an historic time when the Senate was tied. Major legislation was passed both years by creating friendships and establishing credibility with the opposition. Those valuable relationships continue through today.
In 2010 Oklahoma Insurance Commissioner John Doak tapped Laughlin to serve as General Counsel of the Oklahoma Insurance Department (OID). In addition, Laughlin was Executive Director of the Oklahoma Receivership Office (ORO), an organization charged by law with operating and unwinding insolvent insurance companies and overseeing approximately $300 Million in assets. Under Laughlin's direction, the ORO finalized and then collected a $51Million judgment on behalf of Oklahoma health care providers. In addition he developed an investment strategy and then managed the investment of over $200 Million in liquid assets.
At the OID Laughlin was also charged with the passage of numerous Legislative bills. During the 2013 Legislative Session Laughlin and his associate were responsible for passing and obtaining the Governor's signature on 27 separate bills on behalf of the OID. Laughlin left the OID after the Legislative Session to pursue other business interests including Government relations consulting.
Laughlin has been married to Charlette for forty years. They have four children. He is active in his Church, various community organizations, and in an outreach effort to inner city high-schoolers. He continues to be an FAA Certified Flight Instructor.
